City Runner is one of nine people of exceptional skill chosen to guard The World from The Darkness. Her name tells that she is the guardian of The City, where she grew up. Abandoned when she was a young girl, she learned quick to take what she needs. She was mostly alone, despite having Cyber Runner, her younger BFF that was almost like a sister when they were growing up.

Often times, they would help each other out. Cyber would use her scientific knowledge to get City out of trouble, and in return City would use her skills as a professional thief to get into the local school's science lab so Cyber could run her own experiments.

When The Darkness came, City found that she was chosen to become guardian of The City. While this still didn't wipe her extensive criminal record, she was the best suit for the job with her knowledge of The City and her skills. She thought this as an opportunity to redeem herself and become a hero.
